This morning I received yet another LLP from DVLA over SORN.
Vehicles last SORN ran out at the end of October so sent off the paperwork. In the middle of December I realised I hadn't received a reply so sent another with a cover letter by recorded delivery on the 17th and they received and signed or it on the 22nd.
So today I received an LLP for it and spoke to the payments line to ask why, after the usual 'we can't do anything' line they finally gave me the details of the Leeds office who were dealing with it. Gave them a call and pointed them at the Royal Mail website along with the tracking No. and they agreed they had received it.
Now is where it gets interesting, after admitting that it appears they have received the SORN they wrote off the LLP without any further requests for proof that it had been sent or wanting the confirmation letter they send. The chap on the phone stated that there was no record within the DVLA system that they had received any SORN, the SORN had quite simply disappeared after being signed for and entering their post rooms. Well it's quite obvious sickpup; the guy you were speaking to clearly forgot to mention about the young wippersnapper they employ (undisclosed) on tuppence an hour to take as many SORN documents as he can carry and spend the rest of his day SHEDDING them!
Maybe this is why the "don't consider a formal appeal procedure necessary". With a formal procedure, they'd have to keep records of how many they screwed up. Under the current system, even if they do withdraw a penalty, the mistakes just go away!

As DVLA are attemptinhg to make me appear vexatious who's going to put in an FOI request to ask how many SORN notifications delivered by recorded or special delivery are lost each year?
"While we may hold that information, it's recorded under the such-and-such umbrella so would require a manual search of records to extract. This would be excessively time consuming and expensive so we don't have to do it"
