Just curious, a mate of mine told me yesterday that he read somewhere that the Banks are stamping out on these claims so apparently they are bringing out a new law soon, so we cant claim unlawful bank charges anymore. Is this true???

wouldn't really matter to be quite honest. You would still be able to claim the charges back from any date BEFORE the law is passed. Your mate is probably referring to the £12 cap before the OFT take action, even so, would it cost a bank £12 to return dd/bounce cheques etc..... doubt it !
However, it is highly unlikely that law principles enshrined in decisions going back as far as the 1800's, and further reinforced as early as 2005 in the court of Appeals, could get overturned so easily. It would have to go through multiple readings in the Commons (and exactly which party is going to alienate their voter base by supporting the big financial institutions ahead of the people and propose that law?), then get ratified by the House of Lords, then put in place.
You also have to remember that the very same principles of penalty charges apply wherever there is a contract in place. In fact, most of the test cases have to do with companies v companies, and even employment (as in Murray v Leisureplay).
A law that overuled those princples would have an impact far higher then our puny thousands in bank charges. Cases like Tilebox are worth millions, billions of pounds. Are they going to upset this particular applecart for the sake of a few thousands punters reclaiming their bank charges? Somehow, I don't think so.
Incidentally, and thankfully, the banks don't bring out laws. They are a law unto themselves, but that's another story.
