Car park is shared by Matalan \Staples in Carlisle, I am the registered keeper of the vehicle but was not the driver on that day it was my partner. I went into Matalan and my partner walked into town to get some money. They then joined me in Matalan when we came out of the shop there was a parking ticket from UKPC stuck on my windscreen,time 11am your vehicle was found to be parked within an unauthorised area at Staples Carlisle, contravention vehicle owner left the site. Can I dispute this when I recieve charge certificate. Any advice from anyone having had this problem much appreciated.

Hi I am no expert they will be along later, from my own reading of this forum this is a [problem] it is just an invoice and they are talking crap. They will also say that the RK is responsible again incorrect.
don't pay them ignore ignore them any response will just make them think they have you scared. They will send you about 5 letters each more threatening and then give up.
Completely unenforceable as they cannot prove the driver left the site. Usual advice is to ignore, but file their correspondence.
This is true of course, but also the OP clearly states that a passenger in the car went and shopped in the appropriate store. Since when did it require that the DRIVER must be the person that shops in the store, and all other potential shoppers would be disregarded?
jennifers, you should not contact them at all, don't write or respond to any of the letters they send and certainly don't appeal, your appeal will be rejected!
Wait until they are brave enough to take you to court (although I doubt they will ever be that brave) and only then present your ""appeal" to the court, showing your purchase receipts from Matalan would be really good at that time too.
It's long, but it's absolutely relevent and shows that basically they can't enforce this at all. It's also quite amusing at times - look out for bankbustermum reporting the Happy Christmas email they sent her
Template letters are included in case you want to contact them, although you really don't have to if you don't feel like it and certainly shouldn't until they write to you. Ignoring everything they send (short of a real summons which they never do) is fine. That said, in the unlikely event that you're the first(???) person they do decide to summons, if you've sent the template letters it will look better in court while the judge is dismissing their claim.
I won't start explaining why because all the info is in that other thread and it can start to get confusing for people (like you) who need clear information when there are lots of threads covering the same ground.
Leaving the site is just another way of trying to get "money for [EDIT] nothing" with these pillocks.
I am a carer for a lady in Stoke-on-Trent, and regularly take my caree to a supermarket.
I drop her off near the door, and she shops with the aid of an electric cart.
I then park up in the Disabled bays, using either blue badge, we each have one, and sometime go off site to get further shopping for either her, or bits and pieces for me.
Then I go back, help her complete her stuff, and take her home.
If someone would to try "leaving site" under those circumstances, I think that a few larger gentlemen might swiftly descend on the attendant, and "advise" him, in a quiet corner of the Car Park!
Hope that the Stoke-on-Trent trolls are reading this, to them, take the advice, now!

Many thanks, Have decided to take your advice and just ignore them. I have now received a letter saying it is now in the hands of a debt collector which I've filed away with the other correspondance.

Hi, you will probably recieve two letters (at most) from a DCA, in each they will threaten all sorts and probably increase your 'fine'. Again ignore, and they will give up after that. Best wishes jennifers
