Written by John Kruse, one of the leading experts on Bailiff Law, this consumer friendly guide is essential reading for anyone who comes into contact with a bailiff.
The book is easy to understand and clearly explains the rights
a bailiff has, and also what they cannot do when collecting debts and repossessing goods etc.
I have recieved a pcn from Waltham Forest council for the following contravention: code 02 - Parked or Loading/unloading in a restricted street where waiting and unloading/loading restrictions are in force.
I went to the bank and parked outside in Church Lane. I wouldn't usually park there except i noticed that there were no signs preventing me from parking there. I parked behind a disabled space which had a sign for disabled people to park there for 3 hours. Underneath this sign on the same pole was a parking/loading bay suspended, no loading at any time. Monday 20th October until further notice. There were no other markings or signs nearby except right at the other end of the road which i noticed afterwards. It said loading only 7am - 7pm. I presumed that the restriction time was referring to the disabled bay as i didn't think I was in a bay. I have taken photos.

Do I have grounds to fight this ticket?
Can you scan the ticket in without personal details.
Click the "upload image" box and browse to find the file of your scanned jpeg on your hard disk
It will then upload the image to Photobucket and it will show you thumbnails of the images you have uploaded. Under each image there are links that you can copy and paste.
Copy and paste the IMG Code link from Photobucket to the reply box on your thread here, which will look like this:

So is that sign referring to the disabled bay in front of my car or the rest of the road?
With just a close up of your car and the sign how is anyone meant to know?? The sign does however say bay so unless you where in a bay of any form I'd say the contravention or the sign is wrong. If it's an 02A parked in a street with a temporary traffic order the sign is wrong, if the sign is correct for the restriction even if you were in the bay it should be a 21 parked in a suspended bay. Either way its a duff pcn.
