I'm wondering if any of you can help. Is it true that you can be fined up to 1000 for failing to change the address on your VRD? I know this applies for driving licences but have recently been told it refers to the registration document itself. If so, does anyone have any idea as to what kind of system they use - i.e. do they allow you a few months grace and then build it up or do they just hit you with the full amount?

I presume by VRD you mean the vehicle registration document (ie V5C).
Yes, you can be fined for failure to notify them of change of details - including address.
However, there is no requirement whatsoever, that the address on the V5C is your current personal address; it merely has to be an address where you may be contacted regarding the vehicle.
Provided that you have a method of forwarding or collecting mail from the address on the V5C, then no offence is committed.
