I also got a pcn from Excel Parking today, parking at a car park in Bradford for longer than 2 hours.
I'm not one of those people who argue and would usually pay the fine straightaway but I came across this and now I'm a bit wary.
There are a number of drivers who are insured to drive the car (which is my dads car) so we're unsure as to who went there on that day as we pay frequent visits to the place (Foster Square retail park) nearly every other day!
My only worry is that they have photographic evidence of the car, these are provided on the PCN but they are not clear enough and you cannot see the driver (or atleast, not on the letter they have sent us.)
Just need some assurance from other members as to whether I should just pay up or if I have some sort of chance!

I have read quite a few as well as other forums, spent most of the night!
It seems like a lot of hassle but the main point was that they have photographic evidence (maybe even video evidence), so how should I go about with the first letter, obviously not wanting to admit as to being the driver (as we don't know ourselves who was driving on that day)
I guess, having never had a parking ticket or even speeding fines for that matter has never put me into this sort of situation before.
Just looking for any advice/assurance from other members and a starting point for my appeal letter. Thanks in advance...
evidence of what ? a vehicle. they have to identify the driver. the video does not do that. photographs do not "identify" anyone. don't bother with an appeal letter - that is just a way the hook their fish. also as they are the arbiters the 'appeal' is against the AJA anyway.
Odds on, ignoring it will result in a few letters then silence.
If you really must write, then it may mean that you get a few more letters, but you could say. "Please could you identify the driver as I am not sure who to pass this invoice to". They will ignore your question and you can ignore all future correspondence in the knowledge you have done your moral duty.
We too have just received the usual drivel from Excel, for the very same car park.
Only i'm now minded to report them to the Police for criminal activity.
you will need to be politely insistent with the police who will try to shrug it off as a civil matter. but of you can show Fraud the Police have a duty to investigate (which is what you may need to remind them off). build your case properly before going to the police.

How about selective use of images?
Enter car park, leave car park, enter again (at request of shop) several hours later, then leave.
Conveniently excel only seem to want to use images of first entry/last exit.
Call it what you like - i call criminal.
Oh, and you should see the size of the text on the warning signs (if your eyesight is that good) - and it states it is the registered keeper who is liable for payment.
Next time you go down that carpark just try and have read of the warning signs - ok, magnifying glass required - then you'll know why they won't push it too far anytime soon.

After much brain racking remembered that we parked in George Street Wakefield but paid for a ticket and was back within the time-O.K, we might have just scraped it, but we were back. Then we gave the children some lunch in the car, that must've taken us over. A lot of posts are saying just to ignore them, should we though? Dont mind getting a ccj (sticks and stones and all that) but if the fine goes up and up and up I'd be as mad as a box of frogs! Can think of better ways to spend a couple of hundren quid!!
yes ignore them. excel revenue must be down (I hope it wasn't us ! ) they are issuing paper like confetti - all of it rubbish as far as I have seen, Let them waste even more of their money sending out rubbish in the post.
Thanks for your reply. So as for not getting an actual ticket from anyone, is it all automated now then? Give me strength. Surely they should give you some kind of clue that they're about to fleece you. A friend of a friend is a barrister, going to pick their brains, will post any info.

We too this morning got a PCN for parking in George street without a ticket ... thing is, we did buy and display a ticket and one of us sat in the car for the duration of the stay while our son was in the the music shop around the corner ... as we keep a pretty clean car, we no longer have the ticket to prove it! But I know we paid and I know there were no attendants around to check to see if tickets were actually being displayed.

Several times in the past the machine has 'eaten' our money and when we dialed the number displayed on the machine we were told the number was discontinued ... time constraints meant we simply had to put more in and hope the machine didn't eat more ... the machine is most certainly not working correctly, it would be interesting to know how many mistakes were made possibly because of that machine
(Incidently we used to park in the carpark all the time as my partner is disabled an we have a blue badge as it used to be free for blue badge holders)

Everybody gets hounded by letters for a while before they go away. Prosecution is the wrong word, but I've yet to see small claims court action for anything other than 'parking without a permit'.

So you reckon we should ignore it and it will go away .. allbeit eventually? we have so much other hassle going on in our lives at the moment, we simply cannot pay this fine anyway!
