    Default Loading and unloading animal?

    I dropped my disabled mother to vet and parked in a loading bay outside. She took the cat/carrier into the vet and came out, while i waited in the car with the baby. We later returned to pick up the cat and parked in the same place. I have now recieved 2 parking tickets! Where do i stand? Is it my own fault? Is loading/unloading an animal acceptable?

    It's Newham Council. It's bad enough getting one ticket, let alone two. I want to challenge it but need some more advice.

    Also, i have noticed that the time on one of the tickets says the contravention time was 09.39, but the time on the picture says 09.34.

    I thought I had read somewhere on here that camera enforcement of parking offences (as these must have been by camera or you wouldn't have parked there twice) should only be used when it is impractical to use wardens? Is this location not easily accessed by foot for the council wardens?

    Yes, it was cctv. Wardens could easily walk along the road to issue tickets. I will try and go back there tomorrow to take pictures of it. It is outside the 'Celia Hammond trust' Vet in Barking Road, Canning Town. Just noting that incase someone else has already uploaded the picture on another thread. According to the Vet, it is not advisable to park there at any time as loads of tickets have been issued there. It is a loading bay between 7-10am and 4-7pm. Between 10am-4pm, you can park for 20 mins. (This is what the Vet told me over the phone today)

    If you want further advice it would be helpful to know what the pcnicon was issued for 'a parking ticket' is a bit generalised! A photo of the sign and bay would be helpful to.

    The contravention ws 25j - Parking in a loading place during restricted hours without loading. I haven't been able to back down there to take a photo of the bay. Have received another ticket today but will post this on another thread.

    Taking the animal to the vets could be considered unloading in itself and should be visible on the CCTV footage. Whether the pcnicon is valid or not really depends on the length of stay, you are only allowed to park for as long as it takes to drop off the 'goods' complete any paperwork and return. Any hanging about waiting to be seen would not be considered loading. There is also the question over whether a 'live' animal is goods when technically its livestock and there may be no provision in the TRO for unloading livestock instead of goods.

    Thanks for your reply. I didn't wait very long when we dropped the cat off, but was kept waiting quite long when collecting it due to the fact that the vet took ages to bring the cat.
    What about the contravention time? On the pcnicon it states 9.39, but the picture states 9.34.
    Although she was loading a live animal, it was in a carrier. Surely this is goods?

    The picture is a still taken off a video there is no need to send you a photo at all its just to jog your memory of the event, if it goes to adjudication they will produce the video or you can ask to view if you think it makes a difference. I have to admit I do not know if an animal in a cage qualifies as goods I think that would be one for the adjudicator to decide.

    My first appeal was denied. They said that the video evidence didn't show anyone loading or unloading and I was asked to pay the full amount or submit more evidence. I obtained a letter from the vet confirming my mum's appointment and they finally cancelled both tickets. Another success! Thank u
