Hi, I've new to this forum but need your help!
I received a parking ticket from a private car company called '14 Services'. My car was located in the same place I've parked every night/weekend for the last two months in a 10 space parking bay with no indication of parking meters/ double yellow line etc. The bay is located close to an area in which apartments are being constructed and a derelict building (which was been fenced off). The only indication there is, is a sign indicating the derelict building is private property which one can only assume is within the fenced off boundary. The parking charge notice itself looks quite an amateur job and states:
'14 Services- parking charge Notice'
'The Traffic Management Act 2004 s78; civil Enforcement of Parking (England) General Regulations 2007; Private Land Act Applies.' pcn no---------
Vehicle Reg -------- Tax Disc Expiry Date ------------
Make Model ------------ Colour --------------
Was Observed on (Date/Time) --/--/-- (no time was given)

'A Parking Charge Notice Has Been Issued For;

My reason is stated under other 'Unauthorised Parking'
'You are therefore required to pay a Penalty of £75 within 21 days; a reduced charge of £55 within 14 days will be accepted; a further reduction of £45 within 7 days will be accepted; from the date of this notice.'
The rest is just the usual mumbo jumbo about payment details, late payments, queries and appeals. One thing that stood out to me is that there is no contact phone number and when I searched for the company on the internet found no sign of a '14 Services'.
I'm stuck between doing a couple of things- firstly appealing to show that it isn't clear that it is a private car parking zone or ignoring the notice altogether as I'm not sure if the notice is from a reputable company (the only risk is that the penalty charge will go up). Another question is that do I continue to park in the same place (as there is literally nowhere else nearby) and run the risk of picking up a number more of parking tickets????
[lease take a picture of this with digital camera/mobile phone and post it up - suitably washed of your personal details. From what you have posted it looks like a clear case of Fraud on their part.
• do not pay
• do not contact them
• ignore their letters, no matter how threatening
• they will give up and go away after a few letters
Your ticket is an interesting one because it's downright illegal. Councils enforce parking restrictions on the public highway with the Traffic Management Act. To issue private invoices using it as a way to dupe you into paying is fraud.
The police are unlikely to be interested, but send a copy to your local council 's parking department. They should be very interested.
As for you appeal - don't bother as there is no appeals process. A private company fraudulently [problem]ming the public is not going to accept 'appeals'.
I agree. But lets see a picture of this paperwork - both sides if there are two sides. That way we can help produce a good letter for the council and/or TPT/PATAS, your MP, police... and it may give clues to find out who is behind this mythical company

sounds like a con does it mention anything about any councils ? if not just ignore total [problem]
Those discounts and periods are totally unlawful under TMA 2004 - no Council would be stupid enough to try them.
Agreed this is a private invoice.
You can generally find a list of council run car parks on the council website. If the car park you are in isn't mentioned then ipso facto it must be a private ticket.
The ticket is fraudulent IMO, you may wish to report it to Trading Standards.

I was parked on private land granted, which is owned by the people I bought my apartment off, Crest Nicholson. It was a gravel patch next to some parking bays, not on the pavement, not no the road, not in a bay.
To top it all they I saw them put signs up, after I had parked my car, and after I had been issued a ticket. I didn't think anything of to high vis up a post until after I saw the sign.
I received 2 parking tickets from the same company then called CHP Associates (UK) LTD last year, for parking in a similar area well over a year ago. I ignored both of these tickets and nothing came of it. CHP are currently in.
On this occasion I was parked on double yellow lines that were too thin, not the regulation which I think is 55mm, as was the spacing between them - not to mention lettering on the ground said loading only, and I was loading things into my apartment as I was moving in.
They are clearly citing The Traffic Management Act 2004, and seem to have printed the Charge Notice out in somebody's living room.
Has anyone paid a charge to this company yet?
Who can register for DVLA info access, surely it's expensive, more expensive than a decent website I would have thought.
What is 'The Parking Enforcement Agency' they claim to be a member of.
I can't find any info on the internet, so it's unlikely to be a government organisation.
First time post for me. Basically I've got a parking ticket from 14 services. Identical to the one posted above, same address - Lime Kiln RD, Private Property. The reason for my ticket is apparently because the parking is for "Permit Holders Only".
I've read up on the advice on the forums, and they all suggest ignoring it until/if they get in contact with me. I'm a bit nervous about that approach, but I'm hoping that there'll be some reassurance from you lot.
I have photo's of the car park and the state of the signage, I spotted a guy ticketing cars tonight (my car was elsewhere!) so I went over to talk to him, asking him about signage and stuff, there are basically three signs, but the text is so small from where you park you can't read them (and I didn't spot them - again!). Essentially just wondering what the rules are on how many signs and how big the signs need to be (although I guess the answer will be "no rules on either")
The advice seems to be that if they do contact me, I should write back to them with a whole load of statements any of which are valid, is it sensible to take the approach of making a lot of statements, or just stick with one until they answer it and then change tack?
Hoping for some reassurance and advice! £75 is a lot of money to lose!!
i got another one tonight in an area which crest don't actually own. I've been parking there for a year now, i was the only one out of 10 other cars that had all been their all day also, none had permits. strange bunch. maybe I'll leave a not on my car reminding that i haven't entered into a contract with them, therefore I'm not in breach of it. surely you can only enforce the Traffic Management Act on public roads, and if you're a council or government organisation.
