You need to complain to Barclays first and exhaust their complaints procedure before the fos will get involved.

Can't help with the mass complaint though.

It must be borne in mind that the fos will probably assign complaints against banks to adjudicators who were once bank employees meaning that the complainant is unlikely to get a reasonable review of the complaint

Or it might be that since Barclays introduced these fees in August 2008 that is takes time for the FOS to actually be able to fully analyse the nature of complaints and what the main issues of this which can take between 12 to 18 months. Considering that PPI complaints gets almost 100% success rate, then your comments can only be born out of a lack of reading on the subject. I suggest you educate yourself and read more on the subject.
