I dont think they would 'leak' in this way . . It would only serve to promote more fight-back on the part of the consumer, as i read it . . which wouldn't serve them.

On subconscious level - What people say, tends to be - more what they see, than what they think . . . This demonstrates itself when their responses are unneccessarily overly specific . . .
And contingency plans for banks are not costs effective bluffs . . I read this as them preparing for what they know is coming . . .
The tense in which this entire report is written, suggests that it was most likely written, based upon facts in front of the author . . .

You're probably right symbio - just me being cynical I expect. But every bank I have ever been with (starting with Williams & Glyns - remember them?) has been taken over by RBS and it has not been pleasant
