from brief glimpse the permanent sign is non-prescribed - but not particularly relevant as bay was suspended.
what are the temp signs saying? are you saying wrong dates?
I think (I am not sure) that I got a ticket for the suspension on the notice on the side of the road I was parked.
This notice has 2 sets of dates on it,(1st Nov to 23rd Jan and just 15th Nov) I will try and go there in daylight and take the pictures again tomorrow when I am back in London.
What do you mean the sign was non-prescribed? I was outside of the hours when parking is controlled in these bays.

The issue of the sign. If not specified in the regs then it's illegal. However, since the bay was apparently suspended and you were also outside of the restricted times then it is probably irrelevant.
On the issue of images - nope, your host requires download and i ain't downloading anything from a forum no matter how good my security!
just do as asked and use 'tinypic'.
ok, cross posted. Got the pcn now. Basically compliant. Just one possible issue - a bit arguable though. Does it say on there that a Notice to Owner may be served by the 'Enforcement authority' or 'Council' ? I'd argue it doesn't.
