2 months ago i was sent a pcn for a 'stopped where prohibited (on a red route or clearway)' contravention. It was sent to my old address and so I did not receive it then and I was out of the country shortly after, until a few days ago. I have now picked up the pcn along with aother letter where the fine has gone for £120 (£60 in the first 21 days) to £180.
I had already changed my address with the dvla for my driving license. I now realise that I should have also changed my address on the car's log book which I hadn't done.
Do I have good grounds to bring the fine back to £60 given I was away from the country and also that I had moved addresses.
The second things is that I don't really remember anything about the offence. I am a disabled badge holder. They have pictures of me parked in a bay in front of a bus stop at 17.09. How do I know whether I have any reason to dispute the ticket. I would really appreciate any help.
Your only option is to file a Statutory Declaration. There should be forms with the Charge Certificate.
Problem is I'm not sure you have any grounds to do so.
