I took my family to Blackpool last week and parked up in the car park. I purchased a ticket that expired at 8pm. I returned at 7pm to purchase another ticket as we wanted to stay longer. One machine was faulty and didn't work, the other wouldn't accept my money so I went to the next car park and purchased a ticket.
I ran back to the car because it was raining and put the ticket in the car. But because it got wet it fell on to my car floor. I was given a pcn for not displaying a valid ticket, even though I had one.
I appealed the decision and it got knocked back, stating it was down to me to ensure the ticket was on display and the PCN stood because there wasn't a valid ticket on display. It also mentioned that tickets are non-transferrable. I presume the person who wrote this letter means I can't purchase in one car park to use in another - is this right?
Is there anything more I can do or should I just pay up?
Not transferrable usually means between people not car parks. Were both car parks run by BCC?
Who did you appeal to? Is this formal or informal?
If the tickets machines weren't working and purchase was prevented (invalidating the terms), maybe it's worth taking that tack rather than that the reasons for the ticket not being displayed properly?

Both Car Parks are run by Blackpool City Council. I appealed by email and attached both tickets to the email.
They have stated in the rejection letter that only one machine wasn't working and I should have used the other one. However I tried to use the other one and it wouldn't accept my money. They wouldn't accept this as they said it was working correctly.
Unless it took you an hour to buy a ticket surely the 8.00pm was still visible or did they both fall off at the same time?
The original ticket was still on the window which was valid until 8.02pm. The second ticked was valid from 7pm and fell off the window. The pcn was issued at 8.12pm.
check the off street order. it has been known for tickets to be exchangeable between co located car parks. I know some like this - at some distance from Blackpool though.
