Stupidly left my car in the Railway carpark in cardiff for 5 mins without paying, to pick up misses. By time i got back (Sods law), i had been issued the pcn.
I know i should have paid! but can i ignore away and not pay it?
On the PCN;
Notice of breach of railway bylaws.
It says to make cheques/postal orders National car parks limited. Also gives a website to pay on NCP Car Parks
The back has a whole section on Railway bylaws 2000, in particular bylaw 14.
