My mother in law is a disabled badge holder and has recently been given 4 tickets in the space of 3 weeks. Please can anyone tell me if she has any grounds to appeal?
1) pcn given for parking on a single yellow line in westminster borough - displaying a disabled badge and clock disc - ( we have since realised that blue badge holders are not allowed to park in westminster on single yellow lines) - but my mother in law didn't know this. We wrote a letter saying we didn't know why we got a ticket and they wrote back saying that blue badge holders can only park in designated areas in westminister and to appeal if we think the decision is wrong.
2) PCN - CODE 010 given for parkng on a yellow line in lambeth dispalying a blue badge and clock disc correctly. The PCN says ' parked in a restricted street during prescribed hours(blue badge holder)'. There were no signs to indicate that parking wasn't allowed.
3) PCN - CODE 01 given for parking on a single yellow line displaying the wrong side of the blue badge (photo side showing). mother in law didn't realise that she had done this.
4) PCN - CODE 01 given for parkng on a single yellow line displayng blue badge correctly but she put the wrong time on disc as her car clock had not been changed to go back an hour so she put 11am but it was really 10am.
Please can anyone tell me if she has any grounds for appeal.
Unfortunately you are talking council here and London council at that.
Also unfortunately 'didn't know' is not an excuse.
Try an appeal you never know, but personally I wouldn't hold out much hope.

On the information given there are no grounds to appeal it is the drivers responsibility to ensure the badge and clock are displayed correctly. I expect the lambeth one was for a similar reason as the others as your mum has not seemed to have got the hang of displaying the badge correctly or overstayed the 3 hours, the only way to find out why it was issued would be to contact the Council.
I think it would be useful to set up a thread for each pcn as it will get confusing when people comment.
Also you will need to scan and remove personal details and then attach the images of both sides of the PCN. See instructions using tinypic or photobucket in the posts at the very top of the page.
There is always the possibility of errors.
In the meantime, make sure your mother has the Blue badge book for London which shows all the borough's varying rules.
