I went down to London for the weekend and received a parking fine from Enfield Council for stopping in a taxi rank. This is a ligitimate claim as they showed photos and I have spoken to them to sort it out. But now I have received another one from "Civil Enforcement Ltd" stating that I parked my yellow Seat "DVL" in a car park "for longer than the free stay allowance." My car is a yellow Seat Ibiza so the information they have stated is not correct. They do have my registration plate correct and my home address. They have stated that I was in the car park for 13 minutes. They are claiming I have incurred a fine of £75, or £150 if I take longer than 14days to pay & after that, they will take me to court. They also request £10 for them to provide me with photographic evidence. I rang Haringey Council to ask if they used "Civil Enforcement Ltd" to carrying out their parking fine procedures. They said they had never heard of them.
I think I smell a rat! But I'm just not sure what to do.

Do not pay. Definitely do not pay £10 for photos - it is for them to provide them to you for free if they think it will prove their case. If you search this forum you'll find many examples of CEL not enforcing anything.
I know the company very well, they are a legitimate company but
- If you don't pay they will continue to send letters then pass it to a collections agency who will threaten you with further action (ccj etc.) but just keep ignoring letters (could take upto a year to stop or longer)
- They have the power to take you to a small claims court but it is not really in there interest to do so so 99% of the time they will just cancel the fine

They have no more power to take you to court than you or I have against any member of the public but it is possible. I wouldn't describe that as POWER though and if/when they get there they have a low chance of winning.

I spoke to Trading Standards and they told me to write to them. Not sure if that's the best thing to do (?) But they did say that any evidence should be free of charge so one bonus at least!

As lamma says, do not write as all that will do is exciting the PPC that you are starting to crack and may pay them.
The evidence photos will be free but they don't have to provide them until they have actually issued a court summons against you and that is a long way off yet (probably never). So don't think you can write and just say "I've been told you have to give me them for free", coz they still won't send them.

Trading Standards are clueless. Writing to them is a waste of a stamp for starters - you will just get a templated 'appeal rejected' letter.
Selling your photos for £10 has been deemed a 'service', but as they'll never cancel a ticket, they are actually running a photography business sideline. If hell froze over and they went to court, they'd have to supply the photos for free anyway!
Ok! I won't write to them, I will just ride it out. The documentation they have sent me states incorrect information so my dad said it wouldn't stand up in court anyway.
It's just so bloody scary!! I'm a right Miss Goody-goody so this is freaking me out!! But they can't just go round doing this to people.
