I joined Tiscali in august this year, and have been experianceing very low speeds.
I was with BT previosly but due to ill health could not afford there rates. So I shoped arround and found Tiscali.
After a number of phone calls I got no where. So I emailed Mary Turner @ head office. And the matter was explained to me like this;
I'm sorry mr phillips your conection cant egt 8Mbps it must be your line. I live in a very remote villegat with its owm exchange, which is less than 500 yd from the house. Furthermore, according to BT the exchange only serves 140 properties. I'll speek to our engineers.
The next call;
Hellow mr phillips. after speaking to one of our engineers he says that you will never get 8Mbps. Infact you will never get more that 2.5Mbps. this is due to the kind of connection you have with us . We have you on an ipstream and not a data streem(or the other way around). I think that puts you in breach of contract then. how so he said. well i said. If you are selling me a conection up to 8Mbs, knowing it can't get over 2.5Mpbs then its a matter for trading standards the item must beable to do what it says and you have just told me it cant and never will. yes he said. So I asked for a MAc code with no penalty for early termination . Ok he said phone this number.
Well I was ill again and cound not phone till today when they denied it all.
So i've re emailed Mrs Turner outlining all of this. Thretening trading standards and CISAS.
But who knows no one cares about the little guy any more. Just so long as i get waht i want screw the rest.

Ah, yes. I remember this problem with Tiscali very well. They do it simply to cut costs and in my previous experience they will probably make matters worse with a high contention ratio (lots of users sharing a connection).
As far as I understand it, IPstream and Datastream are incompatible, meaning that when you have your MAC, the transfer to the new ISP can take a month, because migration is not possible: They have to first cease and then reprovide the BB service.
As of august my Tiscali line dropped to 128k so much for the up to 8 meg. LOL that speed isn't even defined as broadband.
I phoned them for a MAC and told them I would be watching over the end of the month and was cancelling the DD. Next thing they suspended the account lol so I switched when I returned from holiday and still receive bills from Tiscali. Will be butting heads with them this week so will start a thread on it myself.
Keep us up to date on how you get on with them as ISP's are a valid target for not providing the servics as described.

As Tiscali and alll ADSL providers are basically re sellers of BT's IP & Datastream products you will get some of the configuration info that might surprise you. Remember to highlight & copy your results to a text file as the final page won't save correctly. Additionally like myself if you haven't already you might want to look at thinkbroadband :: The UK's largest independent Broadband / ADSL comparison & review website as there you can create a database & graph of your speed tests which I find useful when putting things to these waste of space providers.
