While obviously healthier for her than the 30 a day ciggies habit it still contains nicotine which is the drug that she is addicted to and it is usually the nicotine that kills you - not the tar.
Smokers are more likely to die of cardiovascular or circulatory diseases (heart disease and strokes) rather than lung cancer. This is primarily caused by nicotine. So she needs to eventually just give up the nicotine rather than find a substitute source.

She afterwards moved to the no nicotine cartridges and has now given up completely. Took approximately 2 months!
