First up don't panic.
Second don't pay.
Third calm down.
If you can post a copy of the letter, with your details and anything that can be used to identify you (dates, times, reference numbers, VRM etc) that will help us give you more detailed advice.
These tickets are pretty much un-enforcable penalties.
Your choice is either to ignore or respond. Don't phone. If you want to write a letter then there are some templates in the stickies section of the forum.

I agree, don't panic, I am on my 4th letter from CPM who issued an 'invoice'. I am currently investigating this company and taking the findings to my MP. Where did you get your ticket? Perhaps we can build up a list of where they are operating. The British Parking Association is interested to hear of complaints and I have written to the Primary Health Care Trust in Bury who have hired these people. Thay are concerned about malpractice. If you can do a bit of ferreting around you might come up with something. DO NOT reply to any letters, just keep them as evidence. A court order must be issued for any bailiff action and I believe anything from CPM would be thrown out of court. I am pursuing (though they don't know it) them. UNITE & FIGHT!
You should remove the location details and the date and time as these can be used to identify you.
You could probably ignore this. rossendales are well known on these forums. Their website states that they are members of the credit services association and will have to abide by their rules as well as the directives. If a debt is disputed then they have to refer it back to their client.
What I would do is send the first template letter acknowledging receipt and denying the debt. (Modify or add paragraphs as appropriate).
If you get any letters from rossendales you can then let them know that the debt is disputed and they should refer the matter back to their client as per OFT guidelines.
You can then either follow-up their replies using the templates or ignore their demands.
You'll probably get a letter back saying your appeal is denied and probably something from rossendales as well. You can then reply back using the templates.
Alternately you can just ignore all their correspondence.

Just to clarify - you've broken no laws and are not guilty of anything. You won't end up in load of trouble.
The PPC have got a mountain to climb. They have to prove who the driver was, that the driver agreed to their contract and that any failure for breach of contract is not a penalty charge instead of a pre-negotiated estimate of loss. They have to convince a judge of this in court and you get the chance to defend it. If you were to lose then and only then would you have to pay up.
BTW the chances of court action based on that letter would be small.
Be prepared for a load of bumf which you should ignore but make sure you keep hold of it in case they are silly enough to try court action.

The letter you have is just like mine. Same dates. If you have kept the others you might have noticed the logos have been added at the bottom. I have 3 other letters, one signed by Susan Jackson. rossendales Ltd is situated on the 2nd and 3rd floor of Hardmans mill Rawtenstall.

Equally, out of the 4 addresses for CPM Uk Ltd and Parksafe only 2 are occupied by the company. both private homes. Bury PCT tell me they take no money and the company keeps it all. the company number belonging to the bottom of my letter is the director ID of this person does that even mean anything lol oh also found the phone number belongs also to here
Yey! Keep digging guys! PO Box is somewhere they collect from. Unit 5 Lutner Street Burnley isn't on the Land Registry. They have their signs all around though but are not in the building. 56, Blackburn Road has 4 tennants but not CPM as on one of the signs I photographed. PO Box means they can just pick up without any real business premises. Companies House says ' The registered office must always be an effective address for delivering documents to the company, and to avoid delays it is important that all correspondence sent to this address is dealt with promptly. If a company changes its registered office address after incorporation, the new address must be notified to Companies House on Form 287. ( You betcha it's dealt with promptly. A good few cheques coming in from the poor unsuspecting in several carparks net a daily tidy sum. No tax? Wonder how the taxman feels??)
The registered office can be the company solicitor/accountant and does not necessarily have to be the trading address. '
You could just have it at a mate's place couldn't you? Just can't imagine any solicitor/accountant working from the places I've seen. Home industry - Lol.

I have had a reply from my MP confirming she will see me on saturday and that she is pleased to help me pursue the matter. Fingers crossed. Will keep in touch. Don't loose sleep.
