Default I really need some advice please.

Hello, I would be very grateful for any advice anyone can offer. I am in a terrible position and cannot see a way out.

Some time ago I employed a family member to look after my daughter whilst I was at work. My daughter fell quite ill and I gave up work to stay with her (so no longer needed the services of family member.)
A few months after that I received a considerable number of outstanding parking fines; all at the time my cousin has my car.
I spoke to the council who agreed that I could pay them all off monthly.
In this time my daughter got seriously ill and we had to pay a lot of money to eventually get a diagnosis and subsequent treatment (not a sob-story just the reality of our situation.)
So, a few months instalments weren't paid but I would then pay and catch up etc. Two months ago I tried to pay two months worth of instalments and was told I couldn't—I would have to clear the full amount (£800+) otherwise they would "apply to northampton" and move the debt along.
I paid £100 then, then £500 the next month but have been unable to pay more in the last five weeks. I received an email telling me that I had 28 days before the next stage of enforcement (which is about to run out now.)
My daughter is in receipt of Disability living allowance (she's 4) and I am now in receipt of carers allowance but we have no money really. Everything we do to help our daughter has to be funded by us and we just do not have any more money. Unless I pay £360 now they will pass it on to the bailiffsicon. If I lose my car my daughter will get worse.
I am going round in circles and I feel like I'm losing my mind.

Is there anything I can do?

    Thank you.

What does your cousin have to say about this? Has he given you any money, considering it was his fault (or her fault)?

No, she doesn't. I contacted her when I first spoke to the council and she said that she would come over to sort through them. I then had to try to contact her through her mother: now neither return calls or speak to me.
That sounds very wishy-washy on my behalf but both me and my husband tried for weeks and in the end it was one more stress than we needed—it had to be paid and it obviously had to be by us. There is little chance I will get any money from her, though I have told her I expect to be reimbursed, but that doesn't solve my immediate problem really as the car was and is registered to me and I am liable.
    Thanks for your reply.

I was actually able to prove to the council (Richmond) that I hadn't been driving the car on a number of the occasions; initially I thought it was all a huge mistake and hadn't considered they were actually real!

Oh. Have some info but not sure i have the answer without more info from you.

1/. Was this Richmond upon Thames or Richmond elswhere , there's one in Yorkshireicon at least? If RuT then highly likely all of the PCNs were legally invalid as all of the RuT ones i've seen do not comply with the law. They should not be enforced but not sure if there is anything you can do about it at this late stage.

2/. Can you tell me the date of the first one and the last one. What actually arrived? Did any of the documents say Notice to Owner? Actually, tell us all fo the documents you have received.

3/. Did you make any kind of appeals/representations? How did your cousin come to have the car? Was it with your consent?

I'll try and look back later.

I realise from what you have said that you have your hands full.

However, if you don't respond with the information requested then no-one can help.
It might be that your situation is so advanced that there is little to be done - unfortunately.
Then again, there may be something possible.
