I had sent an SAR (requesting all information,late payments and PPI) on behalf of my OH to GEMoney, they sent her a letter with a list of late payment charges, nothing else.
I then sent another letter later on stating that this didn't constitute my request.
She then received a letter this morning saying that the concerns she raised are currently being investigated and a response will be forwarded to you in 4 weeks from the date we received your complaint.

you can complain to the information commissioners office however don't expect a speedy response (its still worth making the complaint though) then if I were you I would write to the bank informing them that they are now considerably over the 40 day limit and therefore you have had no option but to pass this to the ICO for their consideration. Might speed them up but for the the cost of a couple of stamps its worth a try!
Should I write to GEMoney and say that I am going to write to the ICO,or should I write to the ICO and then write to GEMoney and let them know that I have submitted a complaint to the ICO?

firstly the bank or whoever have 40 days to comply to your Subject access request supplying all the data you asked for. If they fail to do this then you can submit a complaint to the Information Commissions Office.
They are currently snowed under with complaints and it will take some time for them to deal with your complaint. However if you are meeting a brick wall and GE are being generally unhelpful then this is the way to go.
