This is my first posting so I hope you can help.
I drove into an Excel carpark in Wakefield the other Sunday after taking my mother-in-law to hospital and needed to get her perscription in a hurry.
I had no change, I'm a blue badge holder so I don't usually have to pay,
so my husband went off to get some.
When he hadn't returned just over 10 mins later I moved the car to the other side of the road and waited on double yellow lines (I'm allowed to do that!) He returned soon after still with no change so we drove to another spot where blue badges can be used.
I've now received a pcn asking for £60 for 14 minutes with photo evidence of my registration.
Please help, I dont have this kind of money (I'm on incapasity benefit) and the worry of it is making me ill.

OK if it's Private Land you do have to pay (Blue Badge Holder or not), Excel have a financial loss because you did park on their land, however they can only claim from yuou the amount of money that you owe to them (ie the parking fee), anything else is punitive and wouldn't be accepted by a Court (should Excel decide to take you to Court).
I wouldn't recommend ignoring the letter because this isn't a free car park, I'd respond and send them the parking fee that you should have paid at the time. This will negate any finacial claim they have against you.
If it isn't a free car park, then they are entitled to £1 or whatever strictly speaking.
Bear in mind sending them £1 won't get them off your back, and they're even less likely than usual to take a disabled person to court to attempt to get £60 they're not entitled to anyway.
Blue badges, double yellows etc. have no significance on private land.
It's up to you whether to be cheeky and send them a pound coin sellotaped to a piece of paper and state that this is all their legally entitled to and that you consider the matter closed.
You'll still receive 5 or 6 threatening letters though, which you will need to ignore.
