I received a pcn from a North London Council. It states that
"...The vehicle indentified was observed from 12.29 to 12.29 on 24/8/08 and the authority believes.......
contravention code 02 and description parked or loading/unloading in a restricted street where waiting and lodading/unloading restrictions are in force. "
my query is - is that PCN valid as the time on the notice does not give a passage of time - purely that i was there @ 12.29. My query is - if I was waiting, loading, unloading should they not have observed me over a period of time - even a few minutes.
I time frame would not be required for that offence as it is an instant contravention. For example, if it was a no parking street except for unloading, then they would have to observe your vehicle to establish that you weren't unloading. As the code 02 means no parking or unloading allowed, then the offence is instant for you being parked there at all.
