Default Parking Fine But No PCN

Received a letter today from Legion Parking Services saying my car was issued with a pcnicon 4746 in a Council carpark on 7/7/08.

Not received any not ice of any kind, it says i was in breech on the car park regulations.

What can i do, can i ask for a photo of the offence?

this sounds like it is a PPC ticket not a council one. can you post up a picture of the letter - suitably washed of your personal details. Companies House shows them as dormant and with overdue accounts so first off report them to the compliance dept at Companies House.

This is highly suspect ! If this a real council ticket then I am the queen of Sheba ! Looks like all kinds of kinds of VERY dodgy stuff going on here. Do not contact them - and there has been no offence. Suggest you write to the DVLA and ask for ALL the v888/2 information including the evidence of contract with the landowner. Have a look at the form 888/2 form on the DVLA website it will tell you about all that you are entitled to. Do you have a picture of the enclosed 'representations form' as well.

Nah - Sheba still looking for their true queen [lamma's claim disallowed]

This does look like a PPC / Council hybrid although reading the attached link I'm of the opinion that the car parks concerned are not the subject of a TRO and hence Legion's demands can and should be ignored.

    Would welcome other posters opinions

Azazal23 you have left some personal details showing in that link. I suggest you re-edit it and make sure nothing is identifiable back to you (the pcnicon number is unique as is your reg)

    From the previously submitted link:

    Legion’s Notice Processing Department
handles all the administrative procedures involved in recovering fines
    and dealing with appeals.

Well, that sounds fair enough - no worries then!

Could do with other posters opinion on this one. It is a council car park although the details as G & M's link states NO RESTRICTION for this car park.

You have not received a council excess charge notice but rather a BS private invoice. On the proviso that you have not received any council paperwork I'd certainly continue to ignore.

write to the DVLA for ALL the V888/2 information. how can a PPC have any right to issue invoices in a council car park. that V888/2 information should be very interesting. This is still shaping to a VERY naughty PPC....

    It's a brazen [problem].

Completely ignore them, but forward a copy of the letter to the council with a covering letter.

It's so fraudulent I would also forward it to local trading standards.

make sure you ask for ALL the information not just the request itself. How to request information from DVLA records : Directgov - Motoring

For what it's worth I received a similar letter from a firm when parked in Deepdale Retail Park, Preston (Lancs) a couple of years ago. I wrote to the company suggesting that parking enforcement was not covered by the RTA, that they were trying to defraud me of my money and I would report them to the police for attempted fraud. Never heard another word about it! Worth reporting them as well though if you have the time.

I only mouth my opinion, please look elsewhere for sensible advice!

Did some checking on this company via compies house. The actual company Legion Parking Services appears to be Dormant. The nature of the business is listed as a non-trading company.

AIUI they should not be trading on Legion Parking Services name as this is a dormant company (registerd to the same address) unless they've informed the registrar that they are trading. The annual returns are overdue so they're acquiring penalties as we speak.

I would be phoning the compliance section of Companies House and asking for their opinion on this. I suspect they'll take a dim view in light of the overdue annual return. They may ask you for a copy of the letter as evidence of this dormant company trading.

They've listed a parent company (Legion Group) on the letter which is active and registered and gives the nature of the business: 7524 - Public security, law & order.

While this doesn't point to unlawful behavior on their part it would be ringing alarm bells with me. "There's something rotten in the state of Denmark" methinks.

BTW the former name of Legion Parking Services is SEVEN DWARFS CLEANING SERVICES LIMITED. (Which one are they? Sleazy?)

I can't believe this hasn't yet been reported to the police!

If it is a [problem] then the Council should be interested and support you - and be derided if they don't.

if they are contracted to the Council then it is so badly incompetent it is unbelievable.

I'm guessing the former applies and this is actually now a criminal matter of fraud.
First port of call, check with the Council?
