I got a pcn from Southampton Council because the Visitors Permit slipped off my dashboard.
I send the Visitors permit in as evidence (had already had this happen once before and had the other charge cancelled) and I got back a letter rejecting my appeal - saying to formally appeal I have to wait for Notice to Owner!
I waited for the NTO which never seemed to arrive, then went to the US from the 12th Aug to the 25th. The Notice was there when I got back - it is dated the 21st of July and the PCN was for the 19th of April.
The next Day I got a charge certificate - so I phoned the council to explain what has happened and the guy was really rude and said "Well you should have told us you were going away!"
Always worth posting up pictures of the NTO (both sides) many are rubbish. Wash the NTO of your details bet make sure you show all of the NTO text. Did the NTO envelope also contain statutory declaration form ? meanwhile phone the TEC and talk to them about a 'statutory declaration out of time. mention the fact that the NTO APPARENTLY took three weeks to arrive ! You need to file the stat dec to stop the clock on the CC. has this council outsourced its NTO processing - that three weeks sounds very fishy to me.
would always advocate contacting the TEC early - they know which councils get up to what so an early entry on the files at TEC not a bad thing. good point re the envelope
