    Default Discount after Adjudication?

    I wrote an informal representation to the LA within a couple of days of issue of a pcnicon. The LA's response is to reject this and included in their reply their own basis by which they maintain that the contravention occurred.They further went on to say that in the event of the Adjudicator dismissing any Appeal I might make, they will still allow the 50% discount.This appears unusual to me and seems they are wanting me to Appeal as I would have nothing to loose from not paying the discounted rate now.What are their tactics in this? Are they trying to get a precedent or ruling set? (Regrettbly I am far from home and this their letter has only been read out to me by telephone, so I cannot quote verbatim at present)

    Adjudicators rulings set no precedents.

    If the LA have commited to writing that they will allow the 50% discount after an unsuccessful appeal to the adjudicator then they can and should be held to that.

    Of course it is always possible that the person reading the letter to you mis-read.
