Default Pay and Display Bays - max stay

I am about to move into a city centre flat for use for a few days a week (work).

They have pay and display bays outside and you pay between 8:00 - 18:00 Mon-Sat. It also says "maximum stay 1hr" in capitals on the pay and display machine notice, but nowhere else.

I presume the 1hr maximum stay is only between the above hours the pay and display is in operation and outside these hours you can park for as much as you like for free.

I tried asking a traffic warden guy to confirm this but he just shrugged, I don't think he spoke English.

They machine's notices don't like pointing out what's free do they? The councils are supposed to serve the people, a little more info to help them would be nice.

Are you sure they don't say 8.00 Mon to 18.00 Sat meaning 24hrs a day except for Sunday? I made that mistake once but luckily didn't get a ticket.

If you are right that it says 8.00 - 18.00 Mon - Sat I would have thought that indicates parking is free between 18.00 and 8.00 the next morning.

Parking signs indicate a 'restriction' it is not the Councils duty to inform when there are no restrictions and there are no legal signs if they decided to do so.

Not so. London Councils have an obligation adequately to sign where footway parking is permitted. That is the removal of a restriction.

Good try but parking is 'restricted' to bays only, if there was no restriction on footway parking there would be no need for signs!

    Good try yourself!

Bay marking are signs. The signs mark the absence of a restriction not the presence of one. There is no need in London to mark the restriction on footway parking.

It's the only example I can think of where the inverse of the normal position applies.
