i received a parking ticket for being 4mins over the time on my ticket.when i challenged the CEO, the time on thier ticket dispenser did not correspond with the time on the parking machine.there was a difference of 2 mins.i then checked it with another ceo his dispenser had a difference of 3 mins.he reported it to his hq. if the dispensers was 2to3 mins out that would of meant that i was 1to2 mins over when the ticket was issued .giving that info is it right that they can give me a ticket [a] when im over by that amount? [b]when the machine times are incorrect? i challenged the pcn but was told that i was observed for a period of time before being issued with a pcn,this allowing for the possibility of a time difference between clocks.also they say i cant re appeal until a "notice to owner "has been issued . [after the fee has doubled and i still haven't paid]will that mean i have to pay double the fee if unsuccessful with a further challenge.
