Default Council car park ticket - is it a good one ?

    Hi,

The other day I was parked in a carpark (council) with a valid ticket but because the car next to me had parked over-bay .. All other cars did also.
Well at 17:22 on a Saturday I got a ticket, but reading the various bits on here it does not seem to be issued under the RTA or TMA and it says "Offence" and then "Contravention" ..

It also says on 1 side 28-days to pay and on the other 14-days.
I have read many threads and cant find a ticket issued in this way !

I wonder if any of you experts could take a look and advise, I have uploaded pics here:

(you need to put the http stuff before it) before those as it wont let me link the pics in !!

    Thanks

You're right about the ticket not being compliant with the RTA 1991 or TMA. It's issued under the Road Traffic Regulations 1984. Walsall must not be operating a Decriminalised Parking Enforcement scheme. This ticket will go to the magistrates court if it's not paid or is disputed.

I'm not entirely sure about the format of tickets under the act.

I think your best defense is to check the TRO for the car park and check its validity.

Others on this forum should be able to help further.
