A few months ago I got pcn for parking on a residential street next to my block having a permit properly displayed. I appealed to the council and after 2 months I finally got a reply with rejection. Reason: my car was parked on the public highway and not in a bay in estate area.
There are only few bays there and when they are full people simply park on the road next to the block. My permit clearly states the road name when my car was parked. There is no yellow line and the sign says "Permit holder only".
This is rediculous to me but I dont know what to do. Should I write to adjudicators?

If that is all the sign says, then anyone with a permit, even a fishing permit could park there.

If im am reading right, this has got to be the most rubishy, silly and idiotic reason to reject an appeal.
"I would advise you that a housing estate visitor parking permit is only valid within the confines of the area reserved for residents/visitors of the housing estate. It does not entitle you to park in the parking bay on designated public highway."
But this "public highway" is a street next to my block having the same name as the street visible on my parking permit. Again, the sign says "Permit holders only". So how come a holder of a permit for street A cannot park on street A???
