I have been busy reading through lots of the posts about PCNs but can't seem to find one that answers my query so thought I'd start my own thread if that's ok
A Civil enforcement officer issues a pcn and states the reason they believe a contravention has occured is "Reason A"
However this reason is actually not valid in this circumstance so the charge is queried via an email
The email explains that in this particular street there is no such restriction and requests that the charge is dropped.
The council eventually send a typed letter making no reference to the details of the query and the original recorded reason, but states that the charge was served for reason B and the reasons for not complying with the regulations are insufficient to merit cancellation of the charge. It goes on to state "We are satisfied that this charge was served correctly and your representations are rejected for the reasons outlined above" and obviously advises that the applicable fine is due.
My question is that if they issue a charge against reason A which is clearly not applicable, are they allowed to ignore this and challenge you on reason B?
Reason A = Parked in a restricted street during prescribed hours
Reason B = Parked on double yellow lines

I have done a little more research and it appears that
"Parked in a restricted street during prescribed hours" does infact relate to parking on double yellow lines
The way it is worded led me to think it was refering to streets that have permit only parking between certain hours hence my query about challenging the pcn
So unfortunatley looks like there is no way to get away from paying the fine
