    Default PCN but no PCN served

    Any advice on my current predicament welcomed ......

    In event order:-

    - Letter recently received from PPC stating I owed £70 for failing to pay a pcnicon. Letter claimed a notice was issued about 2 months previous in relation to a contravention where I was parked in a disabled bay at a superstore local to me. Letter included details of my car and the date only. Letter threatened referral to a debt collecting agency and asked for above amount in 28 days.

    - This was the first I knew of any alleged contravention. A PCN was not left on my car and was not received by post.

    - I responded to PPC along the lines of the fact this was the first I had heard and I cannot assist unless provided with more information.

    - Second letter received from PPC stating my dispute had not been upheld (I had not actually disputed anything) and that the money was still owed. PPC did however provide a photocopy of a PCN. PCN included time/date, location, site number, car index, make, colour and contravention.

    - I did not received this PCN.

    Advice please given I did not have the opportunity to respond within 14 days of the notice being issued (reduced charge) and cannot truly recall where I was parked on the time/date in question given the time lapse. Had I received the PCN at the time and knowingly been parked in this way the situation would be different. I use and park at the store frequently (3 to 4 times per week - little and often).

    It is NOT a pcnicon - and it is NOT a 'Contravention'.

    Does the paperwork from the say it is a "PCN" ? or use the word "penalty" ? or "Contravention" ?
    Which PPC is this ?

    by all means post up images of the letters from the PPC (after scrubbing any identifying details.

    Disabled bay on retail car parks are meaningless - we know this and so do the PPCs. Don't forget that this is a [problem].



    meanwhile read the PPC stickies - and do not pay the PPC.

    You have received an invoice from the PPC, this invoice is un enforcible and nothing more than a threatening "begging letter" , you made the mistake of responding to their invoice and now you are on their "hooked fish" list.
    The best thing to do would be to ignore any future correspondance from the PPC and DO NOT PAY THEM A PENNY if you get a letter from a DCAicon, write back to the DCA advising them that the alledged debt is in dispute and refer them back to the PPC.

    The whole PPC business model seems to be based on handing out unenforcible invoices and then threatening the recipients with all sorts of dire consequences if they do not pay up, needless to say the threats are all bulsh*t and bluster and can be safely ignored

    PS spread the word about unenforcible PPC invoices to everyone you can and hopefully a lot of these parasites can be driven out of business

    Have a read of the Private Parking Charges Guide in the stickies section at the top of this forum.

    There are also template letters in this section if you want to respond to these [problem]mers.

    Exactly the same happened to me (first i knew was when a letter arrived through the post as I hadnt paid my parking notice - what parking notice!!!!) , on the date in question I wasnt even at the car park, It was Easter Sunday and besides the fact no shops open on that day, I know I was with relatives on that day. I have also seen the diary of peratives working on that day which was kindly shown to me by the ticket attendants - it showed that no ticket attendants even worked on that day. I have visited the car park in question several times and always display a valid disabled badge but still alledgedly I received a notice, my contravention was apparently not dispalying a valid disabled badge. I have just received my 2nd 'threatening letter', I simply replied to the 1st letter thanks we are the owner but take it up with the driver. I had loads of other evidence I could of provided but why should I - what they are doing is wrong. My second response simply referred them to my first letter, I want the opportunity to go to court to show them up armed with all my evidence. From the conversations Ive had with the staff it is a [problem] and many times they dont actually put the tickets on the cars as (A) straight away unaware to you the companies profit goes up, and secondly it is the vulnerable attendent in the box that is going to get the backlash if they ticket someones car, so they just dont put the ticket on the car. Stick to what this website tells you to do AND DONT PAY THESE CHANCERS.

    Hi there I think private parking fines do not have to be paid and council and police pcnicon's can be dealt with in different ways but if the corporation (everything is a corporation even your police force, type them into this database
    D&B- Dun & Bradstreet -Global Risk, Credit, Sales, Marketing, and Supplier Management Solutions and see) issuing your pcn is is neither of those and they hand over to a debt collection agency then you should have no problem.
