i was stopped by the police driving my freinds car they said it had a defective exhaust , date 22 feb 2008 , i now have a conditional offer of a fixed penalty charge of 30 POUNDS DATED, 12 JUNE 2008 DO I HAVE TO PAY THIS WHAT WOULD HAPPEN IF I DID NOT PAY THIS THERE IS NO MENTION OF THE REGISTRATION OF THE CAR INVOLVED,

Hello Ian,
Can you give us more information please? You mention you were stopped in February for a defective exhaust. Were you given an opportunity to participate in a vehicle defect rectification scheme at the time of the stop but you didn't get the car fixed?
And what is the wording of the conditional fixed penalty offer, what offence does it mention?
