Sorry if this has been covered previously - I have read the stickies and understand to a degree but am just concerned how far this could go.
Basically, my car was parked in a small car park surrounded by retail units but at a time they were all shut. CEL did the usual "you owe this much, but if you pay now we give you 50% off" and I followed the instructions from registered keeper letter, debt recovery letter to the cease and desist. In the early letters I also added a point requesting a list of the clients who they were acting on behalf of on the basis that if this was provided I would call in to discuss with the relevant people and hopefully get the charge waived(they never supplied a list)
Today I have received a letter from the recovery agency who I phoned. I made the point of not supplying a phone number as they requested and pointed out that the debt was still in dispute and there was a "cease and desist" letter that had been issued. There response was that they will still chase this.
Is this the usual routine or am I in further than I want to be? How can I go about enforcing a "cease and desist"?

They cannot send debt collectors/bailiffs until a court finds in favour of the parking company and that can't happen until there is a court case at which the PPC has to prove who was the driver..
The PPC will write to the registereed keeper WHO DOES NOT HAVE TO DISCLOSE WHO WAS DRIVING

Yes they can instruct debt collectors and it is quite usual for PPC's to do this. A bailiff is not appointed until it has been to Court and a judgement against you obtained (which by the way will never happen in a case like this).
Debt collectors will threaten everything from a bad credit rating, disposal of your goods, county court judgement, increase in the amount 'you owe' etc.
BarnsleyBoy gave you some sound advice when he suggested that you ignore anything further from them, eventually they will give up.

debt collectors have no powers - none at all. Some just feed of the PPCs for a percentage, others are just the PPC dressed up with different paperwork.
Either way they are on to a loser when a victim knows the truth.
