The pcn needs to state why it was issued, parked in Edwarebury Lane without a P&D is suffient I would say. If it had been a yellow line and the street had different times it may have been more relevant, you have to consider that a photo was probably taken to giving a more accurate location. As far as observation goes if you are not in the car or at the machine a PCN can be issued.
