    Default does a PCN have to give exact address

    i recieved today a pcnicon.
    it states the location of contravention as Edwarebury Lane (HA8).

    but it doesnt say where on that road did it occur. there are many parts on that road where one can park without having to pay.

    in addition my car was observed for 1 minute. dont they have to give a few minutes in case someone is paying at a meter?

    The pcnicon needs to state why it was issued, parked in Edwarebury Lane without a P&D is suffient I would say. If it had been a yellow line and the street had different times it may have been more relevant, you have to consider that a photo was probably taken to giving a more accurate location. As far as observation goes if you are not in the car or at the machine a PCN can be issued.
