The local council have recently re-marked the parking bays in a CPZ. Most are block bays, but there are three single bays which were previously marked as individual bays (as per TSRGD 1032.) These have now be re-marked as if they are block bays (as per TSRGD 1028)
The council say that in a CPZ there is no such thing as an individual bay and that these single bays, although only large enough for one normal car, are in fact long enough for two Smart cars and are therefore block bays.
At the same time they have altered three other bays, removed one and extended two others.
In changing the single bay markings and and altering the size of others, would a new TRO have to be made?

yes because the current tro is now out of date and inacurate
from the TSRGD (page 8 pf the pdf version of the complete document)
“controlled parking zone” means either—
(a) an area—
(i) in which, except where parking places have been provided, every road has been marked with one or more of the road markings shown in diagrams
1017, 1018.1, 1019 and 1020.1; and
(ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 663 or 663.1; or
(b) an area—
(i) in which at least one of the signs shown in diagram 640.2A has been placed on each side of every road; and
(ii) into which each entrance for vehicular traffic has been indicated by the sign shown in diagram 665;
1) if the changes to the CPZ invalidate the old TRO (ie the old TRO refers to the spaces outlined above as single bays), then until a new TRO is in place, the whole CPZ is unenforceable?
2) If the lines for an individual parking space or bay are wrong, then no pcn can be enforced for that space or bay
It depends on the wording of the TRO if it says for example, 'disabled parking outside nos 1-5' as long as thats what there is it doesn't matter if its several single bays or one long bay as long as the markings comply with the TRSGD. Going by the original post it would seem the bays have simply been repainted and as such have to comply with the latest TRSGD which indicates single lines at the ends of bays not double.
