in the lukha v ayslebury vale (i think) and barnet v adjudicator.
it states that the charge certificate uses the word 'within' effectively extending the length of time to pay by one day, so thus nulifies the charge as being non compliant.
Would this apply to nto's or other notices where this occurs.
