Default Station parking with phone only payment ?

Hi , quick question about parking in my local station , Billericay.
I received a parking ticketicon last week from NCP under the Railway Byelaw 14 for "parked in a pay & display car park without clearly displaying a valid pay &display ticket" .
Problem is that for daily parking there is no pay and display and they give you no way to purchase a ticket at the station (not even at the ticket office) , you have to pay by phone or internet by credit/debit card . Is the ticket enforceable ? because I was willing to pay by cash but i had no phone or credit card with me at the time.
    Thanks for looking , Jon

I would think the answer remains in the question on this one,
PAY AND DISPLAY you pay then display the ticket, was there signs stating the area is/was a pay and display car-park ? as for the ticket been enforceable, im sure some1 will be along soon, were there signs indicating failing to display ticket will result in fine etc
I've never come across a car-park where you ring the payment through allowing you to park, would you really phone through your debit or credit card details to pay for a ticket, it leaves the whole process open to fraud.....you might aswell leave your card for them to use at will.... Drive back if possible and see what signs are scattered around relating to this phone and park saga... even if any1 was mad enough to phone and pay, there would still get done for not dis-playing wouldnt there.... ??? Easy fine money for ncp

It strikes me that you can't display a pay and display ticket if you pay by phone. Where would you get a ticket from? Do they have somewhere you could obtain a valid ticket from once you have paid by phone? If the answer to that is no then I would suggest that you have a valid arguement as you cannot display an non-existent ticket.

I would write to them along those lines and say that they have made compliance with this term impossible and therefore invalid.
