Written by John Kruse, one of the leading experts on Bailiff Law, this consumer friendly guide is essential reading for anyone who comes into contact with a bailiff.
The book is easy to understand and clearly explains the rights
a bailiff has, and also what they cannot do when collecting debts and repossessing goods etc.

I'm with, and highly recommend, Eclipse (assuming they're available in your mother's area).
I've had no service drops in well over a year of connection, no bandwidth throttling, and they are small enough that you can always get to talk to someone who knows what they're doing if you have a problem.
