My son who is 15 years old has a Natwest Adapt account which was working out fine untill recently when he managed to go overdrawn without an overdraft facility. Basically, a friend paid some money into the account and gave him some change which he forgot to pay.
My son bought an item using paypal which is set up as a direct debit on the account ( I didnt have any of these facilities available when I was a kid...how times have changed! )
Anyway, the paypal payment was short by about 49p so he got a returned DD and a charge of £38! Apparently he tried again and the DD was returned again...another £38 charge!
When I found out I told him to go into the bank, plead ignorance, promise it will never happen again and see if they will refund the charges.
He went in and spoke to a lady on the counter who said not to worry and that it wouldnt be a problem but to come back tomorrow to speak to the manager....that was yesterday.
My son has just got in from seeing the manager and she has told him that due to the ongoing case involving refunding bank charges, it was impossible and in fact illegal for her to make a refund!
Im spitting feathers!!!!! my son is at school, is not earning and now has an overdraft!!!! I ripped in to him and gave him the third degree but this thing with the manager has really pi**ed me off!!!
Is it illegal for the bank to refund these charges or is it as I suspect just their way of making him pay back the charges. The manager has told him to make token payments towards the fees as and when he can but my concern is more charges and interest....

It is illegal to give credit to a minor, so basically paypal and the bank are in the wrong, as his mother, why dont you give the bank manager a bit of a "chat" and remind him what the law says, and say that you would prefer the bank to refund the money that they are not legally able to charge but if they dont you will be paying a visit to Trading Standards, Banking Ombudsman and letting them know that their bank are doing this.
I bet you get a swift conclusion

As far as I am aware you cannot obtain a paypal account under the age of 18 years as per their terms and cond.

2.1 Eligibility. To be eligible for our Services, you must be at least 18 years old and a resident of one of the countries listed on the paypal worldwide page. This Agreement applies only to Users who are residents of the United Kingdom and all other European Union countries except Germany, Austria, France, Italy, Spain, The Netherlands, Belgium, Poland and the “send only” regions (these send only regions are further specified on the PayPal website(s)). If you are a resident of another country, you may access your agreement from the PayPal website(s) in your country (if applicable).
So did the son input his details correctly on the paypal site ?? if not he could be in a spot of bother from paypal for the bounced payment I would check his paypal account as a parent myself.
And yes I would also go into the bank with him as see the manager myself.

Have rang the bank but got through to the after hours service...didnt want to play ball and didnt want to speak to me! Didnt want to speak to my son either as he hadnt registered for telephone banking!!!!!
Finally got through to the lending dept who eventually refunded the charges! Many thanks!!!

Contrary to popular beliefs, it is not illegal for a minor to be given credit. The reason banks etc. won't normally offer overdrafts/loans etc. is because under 18's can't usually be legally held responsible to a contract they make. It is however a criminal offence for anyone to send under 18's material inviting them to borrow money or buy goods or services on credit.
