Default Advice needed - Etsy/Paypal/Visa Debit

I am in desperate need of help on a situation and was recommended to post here for advice..

I bought an item via the website Etsy.com at the beginning of Feb 08 and paid with my Visa Debit card through paypalicon (totalling £181).

The item I purhcased was a hand-made/custom/made-to-order corset which I have not recieved and the seller has ignored all my attempts to contact them. I have been told by Paypal that I can't claim the money back as I paid for the item over 45 days ago (I did explain on the phone with thier Customer Services that as well as being a hand-made to order item, it was being shipped to the UK from Canada, and this is why I waited as long as I did. Unfortunately the lady I was speaking to was quite patronising and I didn't get very far).

Etsy recommended that I claim the money back via my bank. My bank (Barclaysicon) said that they can't dispute any payments made through Paypal and I had to contact Paypal.

I don't know what else I can do from here. Would the Visa Debit 'chargeback' I've heard about apply in this case? Any advice would be greatly appreciated.

    Many thanks

So I am definitely able to do this even with a Visa Debit not credit card? The bank seemed totally convinced that they couldn't do anything about Paypal transactions Am I definitely right to tell them I want to chargeback? Thanks for replying, much appreciated!

Yes but you may have to be peristant and some bank employess are not aware of the visa debit guides.

You have to adv that item not rec'd and paypalicon will not entertain the claim as been over 45 days but you allowed more than this for the type of order and where it was from.

Be confident and a pain in the bum.

There is a thread with the bbc link, print it off and take it with you.

    Which bank are you with?
