It is legal providing certain conditions are met.
Clamping, blocking in and towing are all part of the modern day application of "damage distress feasant" a medieval remedy for trespass. This enables your vehicle to be "distressed" until damages for the trespass have been paid.
All of these activities are classified as immobilising and are regulated activities by the SIA. All this means is that those doing the clamping have to be licensed by the SIA.
Part of the case law for clamping states that signs must be visible and understandable. The case law also states "If you park in defiance of a sign then you can expect to be clamped". There is no minimum period they are required to wait.
Without knowing anything about the signage in the Car park it sounds as they acted legally. Their morality is another question.
They would be obliged to release the vehicle once the release fee was paid. Anyone wanting to argue the case would be best advised to pay up, take photos of the sign, make notes of any conversations and seek to recover the money, either from a credit card company (on the grounds that payment was made under duress) or through the civil courts where signage is the key.
If the individuals doing the clamping are not licensed (and they are required to display their SIA license badges) then the clamping is illegal and an offense has been committed and they should be reported to the police. Whether the police will do anything about it is another matter altogether.
