I have recently puirchased a new house (jan 08) and required a residents parking permit. My local authority told me i needed to change my log book details in order to obtain one and they would not issue me with a temporary one so i could park outside my own home. In the time i took to get my log book back and get my permit i got a ticket, despite putting a sign in my window saying i had just moved in and was awaiting permit with my house number on.
Ticket was issued on 2/2/08 and i appealed on the 4/2/08 recived a reply on 28/3/08!!! rejecting my appeal. Where can i go from here, as far as i am concerned i didn everything i could to obtain a permit, and they would not give me a 1 month temporary one.

You did not have a permit when you got a pcn and if you have since recieved one I very much doubt it was backdated to the time you moved in. You are required to park legally until you have a permit unless the Council has specifically told you otherwise. Applying for something does not mean you can just start using its benefits before it has been processed. You would not expect to go abroad just because you had applied for a passport or go overdrawn just because you had applied for a loan the same principle applies here.
So what was i supposed to do whilst waiting for my permit?
A reasonable council would issue a temporary 1 month permit. I was told they do not issue temporary permits. So i cannot park outside my own home until i receive my permit?

I realise that each Council operates differently, but my local council, once informed of the vehicle reg, will put tickets on hold for 2 weeks in order for the resident to supply all the documentation. This seems to be a pragmatic and fair solution to what is otherwise a Catch 22 situation
there not pay and display bays just residents permits, they wouldnt give me a visitor or temporary permit. The bays are basically in place just for football traffic.
It is catch 22, i am renovating the house and therefore need to park outside
