    Any thoughts .

    RTA 1991 ?
This is just typical of the normal [naughty word] spouted by the PPCs. They are attempting to pass themselves off as having the same legal authority and backing under the RTA 1991 as the councils do . But that's complete bow locks unless they are acting as agents for the council.

It's definitely worth complaining to the OFT and Trading Standards as they are purporting to be something their not. I think you could successfully argue that they are guilty of incitement or conspiracy to commit an offense under the AJA Section 40. They are actually inviting people to issue Penalty Charge Notices which they can't except in the circumstances mentioned above.

We operate our collection procedures under the Administration of justice act 1970.
    They certainly do.

Post by me are intended as a discussion of the issues involved, as these are of general interest to me and others on the forum. Although it is hoped such discussion will be of use to readers, before exposing yourself to risk of loss you should not rely on any principles discussed without confirming the situation with a qualified person.

I did a bit of digging. This company name drew a blank at Companies House Webcheck.

    The domain name revealed little.

Nominet, who register all the domain names the UK, have in their t&cs a requirement for the details of the person who owns the domain to be visible if its being used for trading purposes. This domain name has the details hidden (use the whois search at nominet.org.uk) but is being used for trading purposes. You might want to report them to Nominet as being in breach of the T&Cs.
