Not having a legal status for immigration does not mean you are automatically a criminal or a terrorist. I would also be interested to know how you come to the conclusion that most people issuing tickets are non uk born employees, unless of course you are assuming that since they are 'black' they are non uk born which is not only probably untrue but racist?
Surely finding the car of a 'City' employee would simply require a visit to a City of London car park? The same applies for addresses of owners of wealthy cars, a quick drive around the suburbs would find plenty of expensive cars parked outside the homes of the owners. It doesn't take a master criminal to work out that wealthy people live in big expensive houses and poor people in social housing! The names of most home owners are available in the local library available to anyone who wishes to view them.
As Zamzara states we have plenty of our own criminals so nothing in your post makes sense.
To that list, you could add that every single person working in a emergency rescue service for prestige car, or assurance agent etc etc... I worked for BMW emergency services for a while, so I could have identified the address of every BMW less than 3 years old at the push of a button or two, and the same company also had the contract for Range-Rover, and many others.

I live in London not in a 'nice village' and at least 80% of parking enforcement in London is done by private contractors and not Council employees. The only checks would be with the CRB is this what you are talking about? I am still interested how you manage to arrive to the conclusion that most parking staff are foreign nationals, from experience my local Council does not employ a single PA that was not born in the uk apart from 1 from europe. Even if they ARE not born in the UK does this make them a criminal or a terrorist?? People want to kill us and hurt us. Thats true, but they have done for decades. Terror, which is a state of mind and an abject concept not an entity to declare war on, can only exist if people are scared.
We had the IRA for years. Manchester was hit. A 3-year old in Warrington was murdered. The MP for Eastbourne was murdered. Even the British Army in Germany was targeted. Terrorism was, is, and will be aimed at the UK not just London. I didn't see the terrorists choosing London Heathrow but instead targeted Glasgow airport.
Sorry, but its a fact of life: there will always be people who want to kill us. Religious nutters, disenfranchised and disturbed citizens and paramilitary groups. They will always exist, but to assume that anyone living outside a dirty metropolis is not aware of it is foolish and moronic.
