Thread: NCP Parking Ticket with Incorrect Time

First of all, its good to see so many people contributing to what is a super read, thanks. As someone who usually gives into parking tickets speeding fines as well as paying far to much in petrol and tax, this is my first attempt to stand up for myself against the forces imposed on us in the country on a daily basis and to not give in! Hoorah!


I was wondering if someone could give me some advice on a parking ticket from NPC car park. I’ve read quite a lot about penalty notice and parking charges, (mine is a parking charge) and how ncp shouldnt have a leg to stand on, however I’m not sure where I stand. I’ve looked through threads but can’t seem to find any examples that are similar to my own circumstances.

Basically I got a ticket saying that I was spotted at 13:00 and booked and issued at 13:03, however I didn’t even get into the car park until 15:00!

Unfortunately the ticket that I had from 3pm blew away as I opened my door so I have no proof. However the site (which was a railway station) has apparently CCTV everywhere as according to the NCP signs everywhere. So if they check it they will see I wasn’t there.

I used the telephone service to park the car over the weekend I was there, with my bank card. Does this cock up my chances of getting off this charge as they have the reg with my card details and name next to it? The only other thing I’m slightly concerned about is that it’s a company car therefore if NCP write first I’m going to be slapped on an admin charge (as we use a fleet company).

The fine is only £25 but it’s the principal of the matter.

Check your Company Car T&Cs. It may the charges are only applicable for statuatory backed notices such as PCNs or FPNs. If this is the case then I would advise your fleet company that you have been issued with this invoice which has no statuatory backing and that you will be disputing it. State your reasons and advise that you beleive you are not liable for the admin fee. Its probably best to back it up in writing.

If you can get them on board then you could use your fleet company to reply that NCP need to take it up with the driver but owing to data protection laws they cannot disclose who that is.

If your T&Cs are ambigous or still require you to pay the admin fee then in this case its probably better to initiate contact using a modified form of the template letters "What to do if you wrote first". I would still notify the fleet company as they may waive the charge if you let them know about up front and they have the details.

A couple of questions for you. If you paid by card then the time of the transaction should be logged by your bank? If it is after 15:00 it will add substianal weight to your assertion that you parked after 15:00?

Yes it should be logged by their computer system. The ticket covered me for the rest of the day (24hr ticket). I phoned up to cover me from 3pm the following afternoon. So the first day was covered by ticket, second day by phone.
