I have been given a penalty charge notice for not displaying a valid permit. However, I had parked in a marked parking bay that allows 2 hrs parking with out a permit.
I am 99.99% sure i didn't go over the 2 hrs. But if i had wouldn't the pcn need to state that it had been awarded for overstaying? Not for failure to display a permit. I think the issue may be down to the fact i had parked in a different road for 2 hrs, then moved the car to a new street.
Any advice please - happy to pay (well not happy but will pay) if they can prove that its for overstaying, but not for not showing a permit.
