    Default CCTV PCN after 6.30pm

In the post this morning received A pcnicon for being parked in a restricted street at 6.33pm.

The Traffic wardens finish at 6.30pm in my area. The location stated on the PCN is different to where the alleged contravention took place

How do I tackle this one? Get the CCTV video evidence, get the camera address location? view the councils relevant traffic order.

*Note for a CCTV ticket sent in the post the period in which you are given to pay must be from the 'date of service of the notice' not the date of issue or notice. This means it must take into account postal time. If it doesn't, its invalid.*

I am stuck on this one The PCN states date of notice 08/02/08 and on (date) 01.02.08 but there is no date of service of the notice supplied but only these words (the date that it was delivered) Does this mean this PCN is invalid?

    Any help most welcomed

I doubt very much PAs do finish at 6.30pm in Hounslow and getting a pcnicon at 6.33pm kind of verifies that?
You would get more help if you actually gave us something to go on. How can the location on the PCN be different from where the contravention took place, there is only one address on the PCN or are you admitting you parked in contravention somewhere else at that time and they have messed up??

I think what Green and Mean meant to say was this:-

Please can you tell us a bit more about the circumstances, such as where the pcnicon lists the contravention as taking place, where you say the vehicle was parked at the time, what restrictions are in place at the time etc etc. If you can scan the PCN and post it up here as well (having removed personal info such as your name and the PCN number) then that would help, as some local authorities are still issuing PCN's that are non compliant.

You'll have to excuse G & M. He is rather abrupt at times, especially on matters concerning parking enforcement

most of parking in hounslow finish at 6.30 including car parks as I used one the other day.

the location where i was London Road TW3 not London Road TW7 even though the road runs through TW7. I was outside the shops on this main road. I have a witness to back me up. I have also notice the markings on the kerb are faded and there are 2 signs stating 6.30pm a few feet away from where i was I will get pictures of the area and of the signs later today

Getting the photos is a good idea. The incorrect post code is significant as well. They should have the correct location on the ticket.

I need to do the informal appeal before friday i am stating the following:

the photographic evidence from the video image does not show any contravention as there is no clear evidence of any signing prohibiting loading / unloading or any parking restriction. Furthermore, the postcode location cannot be identified.

Should I ask for the cctv footage and the traffic order? any thing else?

Ask them to arrange for you to view the CCTV footage. Have you been back to the location to make a note of the restrictions in place?

I have gone back to the location and have found that the times have changed. I have also notice a few yards down that there are signs with the old times on them. I would have to pass these signs before i get to the alleged location. It all confusing me.

help needed urgently now need to get letter to them by tomorrow
    thanks

You need pictures of both the old and the new to demonstrate the confusion. These will be needed for the adjudication as the Council will believe themselves and their signage to be perfect.

There is no compulsion to make informal representation, most Councils ignore them anyway. You can wait for the NtO and then you have 28 days to appeal.

    Received NTO see links

I think the NTO is incorrect. comments pls.

making a formal appeal but under what grounds? Contravention did not occur? The location postcode is still wrong. The loading on the kerb are not visuable on the evidence supplied should show up just like the bus lane lines do as its the same paint used.IMO

wording in the red box section i think is wrong too

    thanx

The grounds are that the contravention did not occur.

Tick that box and under the details state simply that you can provide witnesses that your car was not in TW7 at the alleged time. Do not explain any further; do not add anything else. I repeat: Do not attempt to explain further; do not add anything else.

Did you take pictures of the confusing signage? You don't need these now, but you will for the adjudicator.
