I took out a loan for a car via Trade Sales with black horse. It was about 4 yrs ago. I am sure I was told I had to have PPI with the loan. Can I claim this back & how do I go about it

I have got all my paperwork from them (I was going for charges before but there aren't any!). The PPI is £1679.22 + charge of £397.98 for credit.
I VT'd the car, therefore I am not claiming the whole amount. It works out at £34.62 per month so should I just total number of payments and go for that?
On the actual agreement it states that the PPI is optional - does that mean I cannot claim back?
