The article seems to sideline that the reason that many are cancelled is due to mitigation at the informal appeal stage, something that everyone claims Councils NEVER use. Other reasons such as loading not been seen during observation periods but the driver provides proof as required at appeal leads to many cancellations. If the Council where dead set on grabbing your money they would take them all to adjudication rather than cancel at first reps stage. There can't be much news today if they waste space on this rubbish.
G&M your logic about cancellations at the informal stage is non existant, they cancel because they have been caught out and would not risk going to the formal stage, it is nothing to do with discretion for the majority of pcn's.

Of course you have evidence to back this up or maybe the paranoia is just getting the better of you? If my logic is flawed at what point is mitigation taken into account? Most people getting a refusal to informal reps give up and don't take it further deciding to take the discount, if the tickets are 'dodgy' as you imply the Council could then decide not to contest at the formal stage if the owner does decide to carry on. Despite what you may read on here or other sites like pepipoo there are not thousands of people contesting tickets because bays are the wrong size or the PCN does not say please turn over or other such reasons. Most Councils will automatically cancel a PCN for various contraventions on the first occasion, such as obscured Blue Badges or permits, or face down P&D tickets which does not mean the PCNs are issued incorrectly as the PA cannot see if the car is parked legally or not until the document is produced at appeal stage.
